अब रेलवे भर्ती बोर्ड (आरआरबी) की भर्ती परीक्षाओं में शामिल होने के लिए अभ्यर्थियों को ज्यादा शुल्क देना पड़ेगा। इस बोर्ड ने असिस्टेंट लोको पॉयलट और टेकनीशियन के विभिन्न पदों की भर्ती परीक्षा में आवेदन शुल्क बढ़ा दिया है। सामान्य श्रेणी के अभ्यर्थियों को १०० रुपये की जगह अब ५०० रुपये देने होंगे।
ये ही नहीं एससी/एसटी के अभ्यर्थियों से भी पहली बार रेलवे भर्ती बोर्ड की ओर से शुल्क मांगा गया है। शनिवार से ही ऑनलाइन आवेदन की प्रक्रिया शुरू हो गई है। इलाहाबाद समेत देश के सभी २१ रेलवे भर्ती बोर्ड की ओर से एएलपी और टेकनीशियन के कुल २६,५०२ पदों के लिए ऑनलाइन आवेदन मांगा गया है। इसमें आरआरबी इलाहाबाद द्वारा एएलपी के ३६५७ और टेक्नीशियन के १०३७ पद शामिल हैं।
यह प्रक्रिया शनिवार से ऑनलाइन आवेदन की शुरू हो गई है। ऐसा यह पहला मौका है जब भर्ती बोर्ड द्वारा लिए जाने वाले आवेदन शुल्क में पांच गुना वृद्धि कर दी गई है। इसके पूर्व एएलपी की भर्ती परीक्षा के लिए १०० रुपये शुल्क लिया जाता था, लेकिन अब शुल्क ५०० रुपये कर दिया गया है।
इसके अतिरिक्त एससी/एसटी के अभ्यर्थियों को भी २५० रुपये का शुल्क देना होगा। इसके पूर्व एससी/एसटी अभ्यर्थियों द्वारा शुल्क लिए जाने का प्रावधान नहीं था। प्रतियोगी छात्र प्रवीण शुक्ला, दीपक शर्मा, राकेश श्रीवास्तव ने बताया कि अगर शुल्क बढ़ाना ही था तो ५० या अधिकतम सौ रुपये तक बढ़ाया जाता। एक साथ पांच गुना बढ़ाने का क्या औचित्य है।
अधिक शुल्क लेने की वजह है ऑनलाइन परीक्षा
आरआरबी बोर्ड द्वारा ज्यादा शुल्क लिए जाने की वजह ऑनलाइन परीक्षा बताई जा रही है। वास्तव में, पिछली दो भर्तियों से आरआरबी द्वारा ऑनलाइन परीक्षा ली जा रही है। इसमें रेलवे भर्ती बोर्ड का खर्च ज्यादा आता है। साथ ही बहुत से परीक्षार्थी एक बोर्ड की बजाय कई बोर्ड से आवेदन कर देते हैं।
इस स्थिति में एक से ज्यादा आवेदन करने वाले परीक्षार्थियों के लिए सभी संबंधित बोर्ड द्वारा ऑनलाइन परीक्षा देने की व्यवस्था की जाती है। जबकि एक ही तिथि में सभी भर्ती बोर्ड द्वारा परीक्षा ली जाती है। ऐसे में परीक्षार्थी एक ही बोर्ड के केंद्र में आयोजित परीक्षा में शामिल हो पाता है। आरआरबी प्रशासन का कहना है कि प्रति छात्र के हिसाब से वह परीक्षा केंद्र को भुगतान करते हैं।
एससी/एसटी अभ्यर्थियों का शुल्क वापस किया जायेगा
एससी/एसटी अभ्यर्थियों द्वारा २५० रुपये का शुल्क लिए जाने के सवाल पर आरआरबी इलाहाबाद के चेयरमैन एसएएम नकवी का कहना है कि जो परीक्षार्थी परीक्षा में शामिल होंगे, उनकी फीस बाद में वापस कर दी जाएगी। उन्होंने यह भी बताया कि साधारणतया देखा गया कि परीक्षा में शामिल होने के लिए मिलने वाले फ्री रेलवे पास के चक्कर में बहुत से अभ्यर्थी आवेदन कर देते हैं।
परन्तु वे परीक्षा में शामिल नहीं होते। इसी वजह से इस बार बोर्ड ने एससी/एसटी अभ्यर्थियों से शुल्क मांगा है।
